PROGRAMS
AND ACTIVITIES GENERAL INFO
The
Portage for Youth was established in 1993 in response to the lack
of after-school and summer enrichment activities for the high concentration
of teenage girls from low-income and Hmong immigrant families living
in the Dayton’s Bluff neighborhood. Since it inception, this
target population group has continued to grow dramatically. The
Portage evolved from an assessment of needs and available resources
conducted in conjunction with representatives of area schools and
nonprofits, families, funders, program participants and others.
Rather
than reinventing or duplicating existing programs, the Portage has
followed a strategy of developing a “delivery system”
for programs tailored to its targeted service population. Rather
than creating it’s own staff, facilities and programs, the
Portage has served as a catalyst by forming partnerships with other
successful programs or bringing outside programs to the neighborhood
to address the needs of immigrant adolescent girls. Because of this
strategy, the Portage has been able to provide programs as diverse
as 4-H; nutrition and cooking; art classes; photography; community
service projects; computer skills training; science and technology
classes;
creative writing; summer camping; ESL classes; swimming lessons;
gardening; television and video production; theater; intergenerational
programming; women’s studies; auto maintenance; video and
television production; karate; yoga; math and English tutoring and
music.

Bluff Center for Civic Life; Bruce Vento Elementary School; Cleveland

Arts Council; First Lutheran Church; Girls Scouts of America; Highland
Junior High School; Highland Senior High School; Hmong America Partnership;
Hope Academy; Johnson Senior High School; Minnesota DARE Plus; Minnesota
Literacy Council; MN Extension Services; Mounds Park All Nations;
Phalen Lake Elementary School; Starting Gate Productions; St. Paul
Police Department; St. Paul Public Schools; Saint Paul Public Schools
Truancy Intervention Program; Women Venture; Women’s Photographers
and Visual Artists and the YWCA.
Programs
are responsive and flexible. Activities are periodically added,
discontinued or modified based on the expressed needs of program
participants and input from advisory groups which include a representation
of schools, community, parents and other area nonprofits.
Programming
is offered daily year-round so that participants have frequent,
long-term and consistent involvement. Activities generally take
place between 3:30 and 6:30 p.m. during the school year and half-days,
either morning or evening, during the summer. Most participants
sign up for two or more activities per session so they come to the
Portage more than once per week. Although scheduled activities are
the focus of programming, much of the interaction with girls takes
place before and after activities when participants have the opportunity
to develop safe, caring relationships with adult staff, facilitators
or volunteers. As a result, Portage staff often serve as safe adults
who are called upon by participants outside of regularly scheduled
activities for help, advice or safety issues.
